Optimization of budget expenditures announced

On April 15, President Shavkat Mirziyoyev signed a decree on measures to ensure the stability of the state budget of Uzbekistan and timely financing of priority measures during the coronavirus pandemic.

The document notes that the introduction of quarantine in the country and a significant decrease in economic activity pose a serious threat to the stability of the state budget. In the second quarter, the budget deficit is expected to grow due to additional budget expenditures. The importance of "maximizing the localization of the spread of the disease and preventing, if possible, delaying the terms of quarantine" is emphasized.

The priority areas for ensuring the stability of the state budget and optimizing budget expenditures are determined:

  • implementation of urgent measures to counter the spread of coronavirus infection;
  • ensuring the full implementation of important social costs;
  • transfer of irrelevant projects and expenses for subsequent periods based on the level of their importance, as well as analysis of the state of socio-economic activity in the world;
  • taking into account the priority and social orientation of projects while reducing budgetary funds allocated for the implementation of state programs;
  • making payments for the internal and external obligations of the state, including for the goods supplied, work performed and services rendered, as well as ensuring the full fulfillment of obligations under public-private partnership projects;
  • increasing the responsibility of allocators of budgetary funds for self-cutting costs.

The Ministry of Finance, the Council of Ministers of Karakalpakstan and local government authorities have been instructed to direct budget revenues to the appropriate levels, as well as transfers from the republican budget, excise tax transfers, budget loans and other funds, primarily for financing:

measures to counter the spread of coronavirus infection, including the purchase of drugs, medical products, construction, reconstruction, repair and equipment of medical institutions;
timely payment of wages, pensions, scholarships and benefits;
purchases of food products, coverage of utility bills and other urgent expenses;
other activities and expenses based on the decisions of the Republican Anti-Crisis Commission.

The Ministry of Finance will on an ongoing basis allocate budget loans to local budgets of Karakalpakstan, regions and Tashkent for timely and full financing of urgent expenses.

In accordance with the decree, certain expenses planned for the second quarter will be carried over to the second half of the year.

The Cabinet of Ministers is authorized to reduce the costs of extra-budgetary funds of state authorities, courts and prosecutors, ministries and departments, accumulated through taxes, compulsory fees, duties and fines (except for labor costs and material incentives for employees) and send the saved funds to the republican budget ...

Ministries, departments and their territorial divisions were instructed to end the costs associated with the purchase of fixed assets, construction, reconstruction and overhaul, at the expense of extra-budgetary funds, with the exception of activities for which funding has already begun, by August 1.

The State Assets Management Agency was instructed to critically review the business plans of state enterprises and legal entities, the state share in the authorized capital of which is 50 percent or more, in order to optimize their expenses.

The government has been given the right to establish during the quarantine period a special regime for the distribution of proceeds from the sale of goods (works, services) or profits for enterprises and organizations operating in the field of mining, the state share in the authorized capital of which is 50 percent or more.

By June 1, it is planned to prepare a draft document on the introduction of a unified system of remuneration for the chambers of the Oliy Majlis, the courts and prosecutors, government and administrative bodies, local government bodies, all ministries and departments, their territorial bodies, as well as organizations and foundations. included in their composition.

Within two weeks, the Cabinet of Ministers must adopt a resolution on the postponement of the implementation of individual projects, as well as a critical review of investment projects implemented at the expense of the Fund for Reconstruction and Development, for which construction and installation work has not begun.
